Your Views on the Enforcement of Traffic Movement Offences

Overview

Norfolk County Council (NCC) has a statutory duty under the Traffic Management Act 2006 (TMA) to manage the road network in our region. This involves helping to avoid, eliminate or reduce congestion and help to ensure traffic can move around our roads as safely as possible. 

The Department for Transport (DfT) has confirmed plans to make it possible for local authorities to apply for powers to enforce moving traffic offences.  If the powers are granted, this responsibility could help NCC fulfil its road network management duties.  

The government has recognised the benefits of traffic offences being part of local network management duties, particularly as traffic flows and speeds as well as casualty rates have improved in cities following the introduction of this approach.

There is also a positive effect of enforcement on sustainable transport and active travel modes as detailed in the government’s Gear Change: A bold vision for walking and cycling document published in 2020.

Before an application can be made, NCC must propose the types of monitoring and the exact road locations where enforcement could take place.  This consultation asks for feedback on seven locations where cameras could be used to help enforce against specific traffic violations and help to keep drivers, cyclists and pedestrians safe.

Why we are consulting

Norfolk County Council (NCC) would like to apply for moving traffic offence powers and, as part of this process, NCC is consulting around the proposed locations where traffic monitoring camera technology could be used. We would like to hear the views of residents, transport providers and businesses and organisations – particularly those based near the proposed sites in Norwich and Great Yarmouth.
