Overview

Norfolk County Council and the Transport for Norwich (TfN) partnership are asking for feedback on proposals to create a transport ‘mobility hub’ at the Norfolk and Norwich University Hospital (NNUH). The aim of the project is to provide a new bus interchange close to the outpatients entrance that increases the capacity for buses, resolves congestion and reduces conflict with vulnerable users of the disabled car parking area. In addition, there is a proposal to introduce a bike share facility to strengthen the hub’s provision and increase passenger capacity. 

What’s being proposed 

This project is part of a programme of infrastructure changes in the Greater Norwich area, which was agreed by the county council’s Cabinet last year and is funded by the Department for Transport’s (DfT) Transforming Cities Fund. As we deliver these projects, we are carrying out a series of public consultations to help identify any issues for consideration when finalising the plans put forward for planning or highways approval and then construction. 

We are consulting on a new transport mobility hub based within the NNUH site. The proposals involve the creation of a new arm off the existing roundabout at the hospital and the construction of a new transport hub, with an exit point onto the existing hospital spine road. Additionally, the remainder of the car park is to be made into a smaller car park, with a new exit provided. The infrastructure for this would include:

  • 5 bus stops
  • Beryl bikes (bike share) stands
  • Cycle parking
  • Taxi drop-off and collection point
  • Street lighting
  • CCTV
  • Shelter for waiting passengers
  • Bike repair station
  • New smaller car park (currently a staff car park) with Electric Vehicle charging points

Next steps

The deadline for comments is Sunday 5 December 2021. We will then take into account the feedback received as the design for the scheme is developed in more detail. A formal planning application seeking approval to construct the project is due to be submitted in March, when there will be a further consultation.

This project is part of our Transforming Cities programme of infrastructure improvements. The DfT has awarded £32m of funding to TfN from the Transforming Cities Fund to deliver a range of schemes across Greater Norwich. These projects aim to improve access to jobs, training and retail by supporting improvements to sustainable modes of transport, while also responding to issues around air quality.
