Winterton Primary SEMH Base
Overview
Consortium MAT would like to hear your views on their proposal to add a 8 place Social, Emotional and Mental Health (SEMH) Base from 1 September 2025, at Winterton Primary School and Nursery, Black Street, Winterton-on-sea, Great Yarmouth, NR29 4AP
We appreciate that children and young people with SEMH needs can struggle to engage with learning and cope in a classroom without additional strategies and interventions. A Base can support children to overcome their barriers to learning, to be better able to cope and to be re-integrated into a mainstream setting, in which they can achieve their potential.
We are very keen to provide this support in our schools. Our SEMH base will be part of the Base network and is a key part of Norfolk’s Local Offer for children with special educational needs and their families. This has been identified in Norfolk’s Local First Inclusion Programme as a priority for development.
The SEMH base places will be allocated through Norfolk County Admissions processes and may not be full from 1 September 2025, but will grow up to full capacity through this admissions process.

What happens next
Consortium Trust will review all the responses to our consultation and decide whether or not to put forward a business case to the Department for Education, who make the final decision on our proposal.
