Your views on our proposed changes to St Stephens Street, Norwich

We are currently proposing changes to the St Stephens Street area in Norwich.

The changes proposed seek to improve facilities, primarily for pedestrians and public transport users by:

  • Enhancing the look and feel of the area
  • Creating additional space for waiting passengers
  • Reducing bus delays by making it quicker and easier for buses to set down and pull away
  • Improving pedestrian links between Norwich Bus Station and the city centre


  • This area is a retail area, key transport hub and gateway to the city centre
  • Bus delays caused by the current street layout impact passengers, bus operators and contribute to city centre pollution levels
  • There is already a high volume of pedestrians using this area and increasing levels of accommodation close by
  • Bus waiting areas can become crowded and pedestrian movement restricted
  • Limited pavement space on Surrey Street can also restrict pedestrians


The Department for Transport has shortlisted Norwich as a city that is eligible to apply for capital funding from the Transforming Cities Fund (TCF).

The county council’s successful application is based on a vision to “Invest in clean and shared transport creating a healthy environment, increasing social mobility and boosting productivity through enhanced access to employment and learning.”

This proposal forms a key element of our overall TCF bid and is part of a wider package of improvements proposed across Greater Norwich.

If successfully funded, this scheme will be delivered by Transport for Norwich using money from the Department for Transport's Transforming Cities fund.

These proposed changes are part of the Norwich Area Transportation Strategy (NATS), known as Transport for Norwich. The principles of the project were agreed following consultation as part of the NATS Implementation Plan, which was adopted in 2010 and updated in 2013.

What Happens Next

All feedback from the consultation will go before the December 2020 meeting of the Transforming Cities Joint Committee. Construction could commence as early as Spring 2021 if approved.
