Norfolk County Council took ownership of the former RAF Coltishall site after buying it from the Ministry of Justice in January 2013. The site represents a major economic asset with a variety of possible uses, and with significant potential to benefit the local and wider economy of Norfolk. After talking to local organisations and gathering the views of local residents we have produced our Development Vision and some proposals for the site. We are now keen for you to tell us what you think of these by completing our online survey in the 'Give Us Your Views' section below.

Why your views matter

Our Development Vision sets out some core proposals for the site, as well as some alternative options and specific proposals about accessibility, heritage and green infrastructure. Please note that this will not be the last opportunity to have your say as we will submit detailed planning applications for each of the specific projects that we take forward. We will take your views into account before formally adopting our Development Vision in autumn 2013.

What happens next

Here are the next steps that we intend to take to develop the site. However these may change as a result of the public consultation and any subsequent planning applications. You can read a summary of the responses we recevied to the consultation by downloading the document at the end of this webpage.

September-October 2013:

  • Consider the feedback from the public consideration.

October-December 2013:

  • Finalise and adopt the Development Vision.
  • Submit initial planning applications for proposals that we agree to take forward.
  • Start to implement the initial traffic management proposals that we agree to take forward.


  • Improve public access in phases.
  • Start to make heritage and green infrastracture improvements.
  • Small scale new build residential.
  • Develop Officers and Sergeants Mess Assets.

2016 onwards

  • New build residential and industrial proposals.
  • Review Development Vision.
